Under the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan,” the construction of the “Imarat” stadium is planned in the city of Aghdam in 2026. A land plot of 19.2 hectares has been allocated for the project.

The stadium is expected to meet UEFA Category 4 standards and have a seating capacity of 11,700 spectators.

For the first phase of construction, 60.5 million manats have been allocated from the state budget. The Ministry of Youth and Sports has signed a contract with PMD Project LLC using the single-source procurement method, without holding a competitive tender. This method allows a direct contract with one company without competition, and the contract details are not publicly disclosed.

According to information published on the Unified Public Procurement Portal, PMD Project LLC will carry out the first phase of construction of the Imarat stadium and will receive 60,506,659.56 manats for the work.

Research based on open sources indicates that PMD Project LLC is a subsidiary of PMD Group LLC, which is reported to operate under the umbrella of PASHA Holding—one of Azerbaijan’s largest business conglomerates. According to publicly available financial disclosures, the ultimate beneficiaries of the holding include the president’s daughters, Leyla and Arzu Aliyeva; his father-in-law, Arif Pashayev; and his wife’s cousin, Mir Jamal Pashayev.
