A resident resettled in the Karabakh region has expressed dissatisfaction with the quality of the house allocated to him.

The former internally displaced person, who has been living for about a month in the village of Horovlu in the Jabrayil district, claims that the house provided to him was built with poor quality. A video presented by the resident appears to show that the foundation of the house was constructed without cement. According to him, sand rather than cement can be seen behind tiles that have fallen off the wall.

The homeowner also says the roof leaks, and when it rains, water enters both the living room and the bedroom. He states that he has appealed to various authorities regarding the issue, but has been advised to “be patient.”

The resident says he has requested that a special commission be sent to inspect and assess the quality of the house, but claims that his appeals have so far received no response.

It should be noted that the phased return of former internally displaced persons to the Karabakh and East Zangezur regions is being carried out under a state program financed by billions of manats from the state budget. Within the framework of this program, new residential settlements are being built and individual houses are provided to residents.

However, some experts and civil society representatives argue that transparency and accountability in the use of allocated funds remain insufficient, and that public procurement tenders are not conducted in a fully open and competitive manner.

The relevant authorities have not yet commented on the issue.
